On your Game Panel.
For steps 1 and 2, refer to the image below.
1. Stop your server if it is running.
2. Click "Configuration Files".
For steps 3 and 4, refer to the image below.
3. Locate "GameUserSettings.ini"
4. Click "Graphical Editor".
5. Locate "Difficulty Offset", and set to desired value.
6. Click "Save" (top)
You can now start your server.
